Climate Change Demands Restructuring of Rural Insurance

The government and Congress are seeking to modernize the program to address the risks posed by extreme weather events and to reduce Treasury expenditures related to growing agricultural losses

There is an urgent need to restructure and modernize the Rural Insurance Premium Subsidy Program (PSR), in light of the increasing frequency of extreme weather events that heavily impact Brazil’s agricultural sector. The proposal currently under discussion by the government and Congress — through PL No. 2,951/2024 — aims to expand coverage to up to 20 million hectares, including crops and pastures currently covered under Proagro. The modernization effort involves the use of technologies such as artificial intelligence, IoT, and satellite imagery, with the objective of reducing costs, preventing fraud, and delivering more effective solutions.
